Abstract:
The U.S. Geological Survey's Upper Midwest Environmental Sciences Center (UMESC) has obtained historical photography of the Upper Mississippi River, collected by the Corps of Engineers in the 1930s. The Center uses these photos in their training program for GIS interns, to provide them with experience in georeferencing photos. Whenever enough photos are georeferenced that a mosaic can be created, the data are made available through the center's Internet site. The 1930 photo mosaic for Mississippi River Navigation Pool 21 was created using 1:12,000-scale black-and-white photos collected during 1929-1930 (probably late summer). The photography was originally collected for the Brown Survey. Individual prints were trimmed by hand to make photo mosaics and these hand-cut mosaics were scanned and referenced using digital ortho quarter-quads with image source dates from the early spring in the 1990's. The referenced scans were then compressed and mosaicked using ESRI's Image Analysis ArcView extension and Lizardtech's MrSID Geospatial Encoder.
Purpose:
The Upper Midwest Environmental Sciences Center administers the Long Term Resource Monitoring Program (LTRMP), authorized under the Water Resources Development Act of 1986 (Public Law 99-662). The mission of the LTRMP is to provide decision-makers with information to maintain the Upper Mississippi River System (UMRS) as a viable large river ecosystem given its multiple-use character. The long-term goals of the Program are to understand the system, determine resource trends and impacts, develop management alternatives, manage information, and develop useful products. The collection and distribution of high-resolution aerial photography aids the Center in meeting these goals.
Supplemental_Information:
To make the data easier to download, the photo mosaic has been compressed and is being served as a georeferenced MrSid image. A software program that contains MrSid image support or a MrSid image viewer is required to view these data. A free image viewer capable of subsetting, resampling, and exporting the compressed image to georeferenced TIFF image (a .tif image and a .tfw world file) is available at http://www.lizardtech.com/. The data are stored in a Universal Transverse Mercator (UTM) projection, zone 15. Two datum options are available, North American Datum 1927 (NAD27) and North American Datum 1983 (NAD83). NOTE: If you use the software program ArcView GIS version 3.x to view these data, you'll need to upgrade the program MrSid dynamic link library file (.dll) if you want access and use the NAD83 files. The MrSid .dll file distributed with the 3.x versions of the program does not read the image's world files (.sdw), causing the images to always be displayed in NAD27. New .dll files can be obtained at http://www.lizardtech.com/products/updates.html.

A digital orthophoto is a digital image of an aerial photograph in which displacements caused by the camera and the terrain have been removed. It combines the image characteristics of a photograph with the geometric qualities of a map.
