Abstract:
The U.S. Geological Survey's Upper Midwest Environmental Sciences Center (UMESC) has created high-resolution land cover/use data sets for the Upper Mississippi River System (UMRS) from 1:15,000-scale color infrared aerial photos collected in 1989. The data are available in two formats. The first used a detailed genus-level classification scheme and was used to classify Mississippi River Navigation Pools 4 through 26, the Open River between Grand Tower and River Mile
32, and the Peoria navigation Pool on the Illinois River. The second classification scheme was developed in 1998 in response to a scientific and programmatic review of the center's mapping projects. This classification scheme identifies plant communities and associations. This second classification scheme was used to interpret data for Mississippi River Pools 1 through 3, the Open River between Lock and Dam 26 and Grand Tower, and the Alton, Starved Rock, Marseilles, Brandon, Dresden, and Lockport navigation pools on the Illinois River. At the time this metadata document was prepared data classified underneath the first classification scheme were being cross-walked to the new scheme. This metadata document has been prepared to document the second classification scheme.
Purpose:
The Upper Midwest Environmental Sciences Center administers the Long Term Resource Monitoring Program (LTRMP), authorized under the Water Resources Development Act of 1986 (Public Law 99-662). The mission of the LTRMP is to provide decision makers with information to maintain the Upper Mississippi River System (UMRS) as a viable large river ecosystem given its multiple-use character. The long-term goals of the Program are to understand the system, determine resource trends and impacts, develop management alternatives, manage information, and develop useful products. The creation and distribution of high-resolution land cover/use data for the UMRS aids the Center in meeting these goals.
Supplemental Information:
The data sets are available via. the Internet at www.umesc.usgs.gov, and www.umesc.usgs.gov/data_library/land_cover_use/1989_lcu_umesc.html. The data are served as PC and Unix based ArcInfo export files, PC based ArcView shape files, and report graphics (.gif images). The ArcInfo export files are stored in either a Universal Transverse Mercator (UTM) projection, zone 15, North American datum 1927 (NAD27), or in UTM zone 16 NAD27. The ArcView shape files are also stored in UTM projections, zone 15 and where appropriate also zone 16 projections, and in both NAD27 and NAD83 datums.

Attribute Accuracy:
Attribute Accuracy Report:
The attribute accuracy for this data set is tested by manually comparing hard copy plots to the original base map or mylar overlay. Some comparison may be done on-screen if areas on the test plot are unclear. The attributes are also checked against an all-inclusive list of possible attributes for the data set. If needed the attributes are also verified to the photo interpretation for the data set.
Logical Consistency Report:
All polygon features are checked for topology using the ARC/INFO software. Each polygon begins and ends at the same point with the node feature. All nodes are checked for error so that there are no dangling features. There are no duplicate lines or polygons. All nodes will snap together and close polygons based on a specified tolerance. If the node is not with the tolerance it is adjusted manually. The tests for logical consistency are performed in ARC/INFO using certain commands.
Completeness Report: All data that was photo-interpreted is also automated. Areas covered by the version 2 classification scheme were mapped 1-acre minimum mapping unit.

A digital orthophoto is a digital image of an aerial photograph in which displacements caused by the camera and the terrain have been removed. It combines the image characteristics of a photograph with the geometric qualities of a map. The standard digital orthophoto produced by the USGS is a black-and-white, or color infrared, 1-meter ground resolution quarter quadrangle image. The accuracy and quality of USGS digital orthophotos must meet National Map Accuracy Standards at 1:12,000 scale for 3.75-minute quadrangles and at 1:24,000-scale for 7.5-minute quadrangles.

Process Description:
Photo interpretation was performed on the 1:15,000-scale color infrared photo transparencies using a Bausch and Lomb 240 zoom stereoscope at 6X magnification. Photo interpretation was performed using 4x0 (.18 inch) drafting pens on clear acetate overlays registered to the transparencies. The minimum mapping unit was approximately 1-acre, 10% vegetation coverage. Extensive ground truthing was performed along with the interpretation.

Data were transferred from photo overlays to mylar overlays placed over registered basemaps using a Bausch & Lomb zoom transfer scope. When available, the registered basemaps were 1:12,000-scale mylar plots of digital orthophoto quadrangles (DOQ), otherwise 1:15,000-scale enlargements of 1:24,000-scale USGS quadrangles were used.

Transferred data were then either automated using the software program ArcInfo and an Altek digitizing tables (absolute accuracy 0.001 inch up to +/- 0.003 inch), or they were scanned and automated using ArcInfo's ArcScan software. No data reduction or generalization in transferring or digitization process took place.

The hydrological attributes HYDRO_CODE, HYDRO_DESC, and HYD_REGIME were developed by UMESC using Cowardin’s 1979 classification of wetlands and deepwater habitats as a reference guide. The goal was to produce a classification scheme that would approximate which hydrological regime a particular land cover type best fit within, while providing additional information required by the HNA project. Within the enumerated domain entries the enumerated domain value contains the numeric HYDRO_CODE codes. The enumerated domain value definition entries contain (1) descriptions of UMESC’s hydrologic codes (HYDRO_DESC), (2) the Cowardin hydrologic regime a land cover type most often occurrs within (HYD_REGIME), and (3) the land cover types (LC1 - LC2 - LC3) associated with each hydrologic class. The HYDRO_DESC and HYD_REGIME descriptions appear first in the enumerated domain value definition entries, separated from each other by semi colons.
