Abstract:
The U.S. Geological Survey's Upper Midwest Environmental Sciences Center (UMESC) has created high-resolution land cover/use data sets for the Upper Mississippi River System (UMRS) from 1:15,000-scale color infrared aerial photos collected in 1989. These data have been interpreted to delineate three feature types, land cover/land use, percent of vegetation cover, and tree height. The geographic extent of the UMRS is the Mississippi River from Cairo, IL to Minneapolis, MN and the Illinois River from it's confluence with the Mississippi near Grafton, IL to Joliet, IL.
Purpose:
The Upper Midwest Environmental Sciences Center administers the Long Term Resource Monitoring Program (LTRMP), authorized under the Water Resources Development Act of 1986 (Public Law 99-662). The mission of the LTRMP is to provide decision makers with information to maintain the Upper Mississippi River System (UMRS) as a viable large river ecosystem given its multiple-use character. The long-term goals of the Program are to understand the system, determine resource trends and impacts, develop management alternatives, manage information, and develop useful products. The creation and distribution of high-resolution land cover/use data for the UMRS aids the Center in meeting these goals.

Photography is interpreted to delineate three feature types: land cover/land use, percent vegetation cover, and tree height. Examples of how photographs are interpreted follow:
1. Working within an area of forested islands, no aquatic vegetation. --- The interpreter first locates then marks the land/water interface. Each island is studied to see if more than one land cover/land use type is present. If multiple types are present, the interpreter analyzes the area to see if the trees are growing in a mixture or if unique stands of trees are present. Each polygon is then labeled with the appropriate vegetation code followed by a character describing the percent of the island covered by the trees (i.e., canopy closure). The average tree height is then calculated and recorded.
2. A sand bar/dredge spoil island sparsely vegetated with grass. --- As with the previous example, the interpreter first marks the outer boundary of the sand bar. If all of the vegetation is localized within one region of the sand bar and the area is large enough to be mapped, a boundary line is drawn around the vegetation. If the vegetation is so sparse that it does not cover at least 10% of the sand surface, the grasses are ignored and the area is mapped as sand. If the grasses cover more than 10% of the sand surface, the area is mapped as grass and the percent vegetation cover is noted. Vegetation height is recorded only when trees are present.
3. A transition zone containing a mixture of various rooted and floating vegetation, emergents, and submergents. --- The area containing the mixture is first separated from its surrounding features. The mixture is then analyzed to see if the region contains a uniform mixture of plants or several distinct regions of different plant mixtures. Each polygon is labeled with the appropriate vegetation code, then the percent vegetation cover is noted.
LTRMP interpreters do not analyze plant mixtures to determine plant dominance. Therefore, the sequence in which mixed vegetation types are listed is arbitrary and does not represent plant dominance.

Attribute Accuracy:
Attribute Accuracy Report:
The attribute accuracy for this data set is tested by manually comparing hard copy plots to the original base map or mylar overlay. Some comparison may be done on-screen if areas on the test plot are unclear. The attributes are also checked against an all inclusive list of possible attributes for the data set. If needed the attributes are also verified to the photo interpretation for the data set.
Logical Consistency Report:
All polygon features are checked for topology using the ARC/INFO software. Each polygon begins and ends at the same point with the node feature. All nodes are checked for error so that there are no dangling features. There are no duplicate lines or polygons. All nodes will snap together and close polygons based on a specified tolerance. If the node is not with the tolerance it is adjusted manually. The tests for logical consistency are performed in ARC/INFO using certain commands.
Completeness Report:
All data that was photo-interpreted is also automated. This includes submergent classes, emergents, grasses, trees and also linear features such as streams and banks. Mississippi Pools 4, 5, 5a, 6, 8, 13, 26, and the Open River study reach were interpreted using a .1-acre minimum mapping unit. The rest of the UMRS was mapped using a 1-acre minimum mapping unit.

Horizontal Positional Accuracy Report:
The horizontal positional accuracy is tested by visual comparison of the data with hard copy maps and on-screen with existing data sets that cover the same area. The original basemaps onto which the aerial photo overlays were transferred, were 1:15,000-scale enlargements of 1:24,000-scale (24K) U.S. Geological Survey (USGS) quadrangles. As digital orthophoto quadrangles (DOQs) became available these data were used as the registration basemaps. DOQ files are positionally more accurate than the 24K USGS quadrangles, and it is easier to align photo features with a DOQ than it is with the abstract representations found on a standard USGS quadrangle.

Process Description:
Scale of photography was 1:15,000. Photo interpretation was performed with a Bausch and Lomb 240 zoom stereoscope at 6X magnification using 4x0 (.18 inch) drafting pens on clear acetate overlays registered to photo transparencies. The minimum mapping unit was the smallest area that could be delineated (approximately 80 mē). Extensive ground truthing was performed along with the interpretation. Data were transferred from photo overlays to mylar overlays placed over a registered basemap using a Bausch & Lomb zoom transfer scope. At the start of this project, the registered base maps were 1:15,000-scale enlargements of 7.5' USGS quadrangles. Towards the end of the project the preferred basemap was a 1:12,000-scale plot of a 7.5-minute digital orthophoto quarter quadrangle. If DOQ were unavailable, 1:15,000-scale plots of digital raster graphic files (scanned and registered images of 7.5-minute USGS quadrangles) were used. Transferred data were then either automated using the software program ArcInfo and an Altek digitizing tables (absolute accuracy 0.001 inch up to +/- 0.003 inch), or they were scanned and automated using ArcInfo's ArcScan software. No data reduction or generalization in transferring or digitization process took place.

The database contains many different attributes. The different attributes represent the data in a generalized and specific manner. The most specific attributes describe the vegetation to the genus level of classification. The specific genus levels have also been categorized into 13 general vegetation classes. The attributes contain numerical codes and descriptors. Modifiers also exist representing percent of vegetation cover and tree height. The classification system used for attributing this data set is the LTRMP VEGETATION CLASSIFICATION.
