Abstract: On January 10, 1994, the Scientific Assessment and Strategy Team (SAST) joined in the effort to provide scientific advice and assistance to officials responsible for making decisions with respect to the flood recovery in the Upper Mississippi River Basin. A coverage locating wildlife habitats was developed from resource provided to the SAST from the Environmental Management Technical Center/National Biological Survey. Important wildlife habitats are defined as areas which provide suitable areas for wildlife propagation, feeding, and resting. These areas typically are backwaters, side channels, islands, and large expanses of open water and forested floodplain that offer diversity required for sustaining wildlife populations. Also included were popular trapping and hunting areas and state and federal wildlife areas and refuges. Data were compiled by state and federal wildlife biologists who were familiar with the resources in their area. The wildlife habitat data were developed by the USFWS for the U.S. Army Corp of Engineers(USACE) as part of the Resource Inventory for the Upper Mississippi River of GREAT II (Great River Environmental Action Team) in the early 1980's. The habitat areas were were mapped on Navigation charts created by the USACE. The data were automated at EROS Data Center using on-screen digitizing creating an ARC/INFO coverage, WILDLIFE. Purpose: To develop a database of readily available data to support map production, scientific analysis, and decision making; to produce maps showing base information and vulnerability to flooding; and to prepare reports document- ing the products of SAST and the methodology and analysis used to produce them, and identifying the ongoing monitoring, research, modeling, data- management and distribution requirements needed to support integrated river basin management. Supplemental_Information: In ARC/INFO the Copy command was used to off-load individual coverages together with their associated INFO files. ARC is the main program environment in ARC/INFO. It contains commands which start each of the other subsystems and also has extensive capabilities. INFO is a complete relational database manager for the tabular data associated with geographic features in map coverages. It provides facilities for data definition of new data files, use of existing data files, data entry and update, and sort and query. ARC/INFO keeps track of and updates map feature attribute tables which are stored as INFO files. It maintains the relationships between each map feature and a corresponding tabular record. During ARC/INFO coverage development several modifications were made to the source data in order to generate a database with a common scale, uniform level of resolution, consistent coding scheme, and comparable (standardized) measurement data. Attribute_Accuracy: Attribute_Accuracy_Report: Use frequency analysis to identify coding errors. Manual comparison of the source (USACE Navigation charts) with hard copy plots using the ARCPLOT software in the ARC/INFO data model. Attribute_Accuracy_Value: The accuracy of most attributes has not been explicitly tested against independent sources. However, all the data derived from the USFWS database have been reviewed for anomalous visual patterns both on line and in hard copy. Logical_Consistency_Report: All data were found to be topologically correct. No duplicate features are present. All lines intersect where intended. No undershoots or overshoots are present. Polygon and arc-node topology present. Completeness_Report: Data completeness reflects the content of the source, "Resource Inventory, Upper Mississippi River" from which the polygons were retrieved. Features may be eliminated, misaligned, or generalized on the source graphic, due to scale and legibility constraints. Positional_Accuracy: Horizontal_Positional_Accuracy: Horizontal positional accuracy is based upon the placement of the data from the USFWS source(Resources Inventory Upper Mississippi River, 1984) onto the Digital Line Graphs from 1:100,000-scale maps. The ARC Tolerance command is used to set and examine the tolerances associated with the DLG data set. Positional accuracy between the DLG data set and ARC data file is indicated as 1.0 inch. A projected tic file was created from indexalb. Indexalb is a tic file consisting of 27,000 tics at 7.5 minute intervals covering the complete study area used as a base tic file. Wildlife polygons were extracted from the Resources Inventory Map series by on-screen digitizing. Using background covers of the DLG 1:100,000 hydrology, roads, and railways, and the river mileage, spatial placement of the polygons was determined. The wildlife areas were captured by following the shoreline of the river on the DLG's and operator visual interpretation of the source data. The interior islands were digitized as background. Upon completion of digitizing, the coverage was cleaned and a create label was performed. A LABEL and a NAME item was added. Visual verification of the data was done to check for polygon slivers and interior islands to be attributed. NOTE: Visual interpretation of the data was complicated by the overlapping of the categories. For instance, the sport fishing was bars along the side of each other, the commercial fishing was open squares, and the spawning areas were dots about a half millimeter apart. Areas with all three categories present with boundary lines became illegible. This was further complicated with half the Resource Inventory maps being black and white photo copies, instead of original data. The photo copies lacked the color code of the original leaving overlapped categories a black mass. This left the operator to make judgement calls on the category in the specific area being digitized. Also, the 1:100,000 river coverage was not always consistent with the source data. The inconsistency of the two sources left a great deal of visual interpretation of the polygon boundaries up to the operator. Create coverage topology and feature attribute tables for the new coverage using ARC commands BUILD and CLEAN: BUILD creates or updates a feature attribute table for a coverage. It defines polygon and arc-node topology when the POLY option is used. CLEAN generates a coverage with correct polygon or arc-node topology. It edits and corrects geometric coordinate errors, assembles arcs into polygons, and creates feature attribute information for each polygon (i.e. creates a .PAT).
