Abstract:
The U.S. Geological Survey's Upper Midwest Environmental Sciences Center (UMESC) collects aerial photography of the Upper Mississippi River System (UMRS) floodplain on a regular basis. These data are used to support the Center's long-term goals of understanding the UMRS and developing useful products for the Long Term Resource Monitoring Program (LTRMP). In 2000, 1:16,000-scale true color aerial photos were collected on the Mississippi River from Cairo, IL to Minneapolis, MN and the on Illinois River from its confluence with the Mississippi near Grafton, IL to Lake Michigan/Chicago, IL. The photos were collected using a 60% stereo overlap between photos in the same flight line and a 30% overlap between flight lines. At the time this document was prepared, UMESC was in the process of scanning, georeferencing and compiled approximately every other photo into georeferenced mosaics for the navigation pools. These mosaics are served as compressed .jp2 images, so they'll be easier to download vial the Internet. Note: While the photos have been georeferenced, they have not been orthorectified.
Purpose:
The Upper Midwest Environmental Sciences Center administers the Long Term Resource Monitoring Program (LTRMP), authorized under the Water Resources Development Act of 1986 (Public Law 99-662). The mission of the LTRMP is to provide decision makers with information to maintain the Upper Mississippi River System (UMRS) as a viable large river ecosystem given its multiple-use character. The long-term goals of the Program are to understand the system, determine resource trends and impacts, develop management alternatives, manage information, and develop useful products. The collection and distribution of high-resolution aerial photography aids the Center in meeting these goals.

In 1989, UMESC and the LTRMP began collecting aerial photos of the Upper Mississippi River System from Cairo, IL to Minneapolis, MN and the Illinois River from its confluence with the Mississippi near Grafton, IL upstream to Joliet, IL. In years past the extent was road/railroad to road/railroad. In 2000, the area photographed was expanded to bottom of the bluff to the bottom of the bluff. The data are stored in Universal Transverse Mercator (UTM) projections, zone 15 North American Datum 1927 (NAD27).

The horizontal positional accuracy is tested by visual comparison of the data on-screen with existing data sets that cover the same area. The basemaps used to register the photos are 1:12,000 digital orthophoto quadrangles (DOQQs) (where available) and 1:24,000-scale (24K) U.S. Geological Survey (USGS) Digital Raster Graphics (DRGs, scanned and registered images of USGS quadrangles). DOQ files are positionally more accurate than 24K DRGs. It is also easier to match features on a DOQ than it is to the abstract representations used to symbolize DRGs.

A digital orthophoto is a digital image of an aerial photograph in which displacements caused by the camera and the terrain have been removed. It combines the image characteristics of a photograph with the geometric qualities of a map. The standard digital orhthophoto produced by the USGS is a black-and-white, or color infrared, 1-meter ground resolution quarter quadrangle image. The accuracy and quality of USGS digital orthophotos must meet National Map Accuracy Standards at 1:12,000 scale for 3.75-minute quadrangles and at 1:24,000-scale for 7.5-minute quadrangles.

A digital raster graphic (DRG) is a scanned image of a U.S. Geological Survey (USGS) standard series topographic map, including all map collar information. The image inside the map neatline is georeferenced to the surface of the earth and fit to the Universal Transverse Mercator projection. The horizontal positional accuracy and datum of the DRG matches the accuracy and datum of the source map. The map is scanned at a minimum resolution of 250 dots per inch.

The 2000 aerial photos were processed one navigation pool's worth at a time. To provide photo interpreters with stereo coverage, the photos were collected using a 60% overlap between photos within the same flight line and 30% overlap between adjacent flight lines. To reduce the number of photos that needed to be scanned, all photos were laid out geographically on a table so the photo overlaps could be reviewed. Approximately every other photo was pulled from the collection and set aside.

GIS interns placed each photograph in a scanner with the photo's most northerly side directed upwards. The photos were scanned using a 200 dots per inch (dpi) image resolution, and the files were saved as TIFF images. The photo image was assigned a name that described the photo's (1) flight line, (2) photo number, (3) the year in which the photo was collected, and (4) a distinction between true color and color infrared.
